Anyone know what they are for?

Could be the clips that hold the wheel covers onto the wheel, IMPROPERLY installed on the wheel cover?  Or, the wrong clips?

Seems like I have seen these before. They might be to protect shipping clips.  Multiple quantities of wheel covers, nested together for shipping, can damage each other without these. In this case they should be removed before installation on the wheels.

Joe I think your idea makes most sense, the car was completely restored a few years ago so probably had new hubcaps.
