Title: Auto trans not engaging fully on my friends car. What can this be?

Hi guys my friend just finished his 5 year restoration.
When you step on the gas the car does not move as much as it should like it is slipping
Trying to help him out.are there adjustments in the clutch bands?
If so where and how.car shifts late and hard
The modulator is now at the minimum pressure Setting.

The trans may be low on ATF.
