Can the chrome piece and glass be removed from the Center Instrument Cluster from the outside?

No.
Remove the tack first and then the center cluster after that. The chrome bezel is somewhat delicate but it will come off using a small tool like a screw driver to carefully pry back the chrome trim. Make sure you have the trim loose all the way around the cluster or you can crack the glass at the hole for the instrument lighting dimmer.

And also note that the instrument cluster dimmer knob is mounted to the glass and will slide off when you remove the glass. As the Benz Dr. notes, be quite careful removing the chrome trim, it is delicate, but can be done, just use a bit of patience and you should not have any issue.

You can actually re-use the chrome ring and just crimp it back in place, if you want, so long as you're careful - no need to buy a new one.
