Is it legal to service an R12 system? And are there shops that do so? Not talking about buying an NOS can of R12, Not talking about the various drop in replacements for R12. Not talking about taking car to Mexico. Not talking about conversion to R134a.

If you have it serviced it may require replacing some refrigerant, particularly if your system no longer cools or works properly. It was phased out nearly 20 years ago, in lieu of R134a which itself is being phased out now.
The only source for R12 is a NOS can which you indicated you didn’t want to buy. Anyone servicing a system using R12 will have no choice but to source the can(s) on the open market.
Start calling the independent service facilities in your area and ask if they still have the equipment around to do it. All the fittings are different to prevent mixing refrigerants.
You may find that contacting local Classic and collectible car clubs including Porsche and BMW may provide a short list of shops to call.
