I believe i have the original spare tire which is a continental white wall but im trying to verify it it has DOT 166 does that mean first week of 1966?
My car is a 1969 .
On the other hand i used an online decoder and it said the tire is from 1996

I think it can be from as early as the model was produced, through 1966, 1976, 1986, 1996 if this model was still produced. After 2000 it would have 4 digits code.
Some indication may be how the size is expressed - metric or standard. Maybe also some serial number.
Maybe other markings were year/period specific.
This way or another, it has just a showroom value.

Whatever year it is before 2000, it should go nowhere near the road

For sure it will never be used, its just a collectible and part of the cars history

I would take pictures of all the markings and ask some renown tire service for opinion.
I understand the "historical" value.

That 'DOT 166' marking looks like a DOT certification/approval-type code, not a date code, to me. It's too 'perfect'. Date codes are more 'stamped-in' looking, at least those I've ever seen.
