I'm pretty sure the linkages to the pump and the Venturi are adjusted correctly and operate synchroniously, however, there is some movement of the linkages before there is an increase in revs. The reason this is important is that the constant speed solenoid is operating however when it actuates there's no increase in revs even though the linkages are moving. I completely disengaged any effect of the constant speed solenoid during linkage setup.
Am I missing something in the adjustment?

Sounds like you have excessive play in the linkages, or possibly one of the brackets holding the linkages isn't tightened down. You might need new balljoints on the linkage rods, and/or new brass bushings in the rod that sits over the valve cover.

All the linkage ends have been replaced. All linkages move synchronously. It's just that the Venturi and pump have to be opened by a few degrees before there is an increase in revs. It almost as though the pumps home stop is incorrect but I don't want to change this without getting more information/advice.

Try the split linkage test, in fact do the whole injection linkages tour described in the technical manual. Your air/fuel mixture may be off.
But, can't you also just increase the length of the CSS rod so it increases the revs like it should?

If its a manual shift car there is a part of the linkage designed to absorb the first little bit of peddle.

The css is maxed out ... It has a stopper which is part of the power steering (some of the 250's had an arrangement with the css and power steering oil pressure being linked together).
It's an auto and there's no obvious slack in the line.
I'll do the split linkage test. Otherwise everything has been adjusted as per the tour as best as I have been able to do.

It's possible someone bent the bracket that the CSS sits on 'outward' or, conversely, I think you can bend it inward a bit to ensure it can engage and the adjustment travel is adequate.
