Front wheel arch

Just had a good look under the front wheel arches and discovered a couple of problems.
Firstly so called 'professional work' is c..p! The underseal seemed to be a place to store water!
There is only one weep point on the bulkhead/firewall area on one side, the other has none.
Would you suggest I drill a hole up into this area.
Is it possible to gain access to this cavity to put waxoil etc in? Are there grommets.
Stripped the bad underseal and luckily the panels were not too corroded underneath so have resealed.
It's just that cavity that bothers me.
