The only way to really see is to open it up.  It may go through when poked with a screwdriver.  It looks like it may go deep in that area.  Not sure of the cost to fix it but if that is the only spot on the car it should be repaired before it gets worse.

My guess is you are looking at buying this car? The second photo looks like maybe there is a previous patch in the rocker panel and the cardboard under the car shows signs of being used to mask some undercoat application. All good signs of it being worse than it looks in the pictures.

DO NOT buy this car without a thorough inspection by someone who knows where to look.

It's hard to judge the extent of the corrosion without removing the underseal and certainly the sills/rocker covers. If not too extensive, clear away all the undercoating with a heat gun and a powerful de-greaser, remove all the surface rust with a rotorbrush, paint with a product like POR15 or Brunox (whatever is available) and then the correct, rubbery underseal (think it is mentioned elsewhere on the forum) and then perhaps a wax product.
This way you should be ok for a couple of years, but rust has a nasty tendency to come back...

Hi there ,

Did this kind of repair the last couple of months and i can tell you right now its always worse than it looks !
Looking at your pictures it looks like the panels that fixes the reactionarms to the body are eaten by rust , and also your sills don't look so good .
If this is the case the beams that go to the back and over your wheel arches are likely to be gone as well . Probably not a California car ?
I used a sort of digital pinhole camera , very affordable now , and this gives you a scary inside look :)
Replacing these requires a bit more than average skills , but the good news is that replacement panels are available and with the right
equipment ( MiG welder , Carlift ) its doable .

Good luck !
