Data card: Auftrags-Nr.

On my data card, in the Auftrags-Nr. / Order No box, I have the number: 402
Which means: Tourists (except USA)
This is under the header from Germany

But the car was imported from USA.

I'm a bit lost. What means the Tourists (except USA)

Can somebody clarify please?
