Fuel Pump Blowing Fuses

I have a problem with a short type electric fuel pump which keeps blowing no.4 fuse. The pump was new a few years ago on a restored car which has been stood with poor fuel in it. I have had the tank off, drained, rinsed etc and also cleaned all the fuel lines and replaced the filter. I have fully dismantled the pump and motor, cleaned and reassembled - it works but the motor part of the unit seems to me to be hot and blows the fuse within minutes. I thought the supply may be restricted and starvation causing the heat so I removed and pumped from test tank to test tank, it pumps very well but still gets very hot quickly. Am I missing something simple here or could it just be a bad pump?

The fuel circulation cools the pump.  Make sure the fuel return is not blocked  and you have good circulation of fuel back to the tank.
