pivot rod bushing question

hello, quick question
for the pivot rod
are the steel bushings that go over the rod and in side the bronze bushings supposed to move freely on the pivot rod?
mine move freely in the bronze bushing but do not move on the pivot rod

after doing some digging i found a post from Dan "benz Dr."

The steel bushings are supposed to easily slide into the brass bushings and just barely slide over the tube that holds everything together.
