I'd never heard of this before your post; isn't this a testing procedure at the manufacturer level as opposed to your MOT at the user level?

Here in the US we have a patchwork of laws depending on the state at the user level.

The safety part should not be dismissed, but the emissions part (and even some of the safety stuff) that exists can be waived if the cost to repair is too much. Modern cars won't run right if their emissions are out of whack like the days of old with a misadjusted carburetor or something, hence the waivers.

From what I have read this testing criteria only applies to newly manufactured vehicles.  Apparently there is no effect on vehicles manufactured prior to 2017. 

Although the “W” in WLTP stands for “Worldwide” this appears to be an EU effort.  I have not found a reference to use in the USA but I would assume USA manufacturers selling into the EU would need to comply for new models.
