Crankshaft Pulley

Noticed that the crankshaft pulley appears to be in two halves. One half is the pulley and the other is the timing marks. When I shined a light into the front I noticed that the fan mounting bolt holes are not aligned with the threaded holes of the timing mark half. Is it normal to be this way? Another question is to remove the pulley mount bolt do I turn it to the left or right?
