Door panel install- proper placemant?

In the photo you will see the door panel test fitted on the door sitting next to the clips that secure the window felt along the top interior lip of the door (yellow arrow).  You will also see the aluminum trim piece (red arrow) placed along the top of the window opening.  I have the clips that are needed to secure the trim piece to the felt clips.  My question - is the door panel supposed to remain as you see it in the photo or is it supposed to fit into the felt clips along with the aluminum trim piece?

When I take my door panel off the chrome trim is always attached to the panel. When placed back on I just hook into clips.

I think the door panel lip goes down into the clips. Then I hammer in the chrome. It is probably the wrong way but I have not damaged anything so far. In any case, panel goes into the clips and so does the chrome.

It should fit right next to the trim piece. If you leave it the way it is in the picture the chrome trim piece that attaches on the door will not fit.
