Clutch and brake pedal heights

Should the brake and clutch pedals be the same hight? My brake is lower (closer to the firewall) than the clutch.
The assembly is on the bench so any adjustment would be easier now.
There are a half a dozen washers which are all on the side to make the pedal lower (on the brake light switch) ...

Maybe the brake is lower than the clutch to put it on a plane similar to the accelerator so its easy to move from one to the other without having to lift the right leg too far PLUS if you are a boy racer, it might make heel and toe changes easier :D

My brake pedal is about a cm higher than the clutch pedal. Doesn't look like there's been any mods anywhere.
