Forget the mountain roads, I got the jitters seeing the car so close to the edge ...

It's the shoulder. A pull-out for parking and viewing. You don't really "drive" there. Besides, anybody ever been to Mt Evans, Pikes Peak or Mt Washington? No guardrails in some stretches. Really scary.
