There is not an App, but

If anyone wants easy access to the site on their Android phone, then

open https://www.sl113.org/forums/index.php in a browser>
Tap the three vertical dots in the Top Right of the screen>
Tap "Add to Home Screen"

and an Ikon will then appear on a Home Screen Page

Probably very similar for an Apple Device

Nope, but I wish there was one because surfing it from the safari browser on the phone is really annoying
