Bearing bolt for the drum breaks

Is the part that connects to the shock support and the drum back plate removable and if so how?  The diagram I looked at called it a bearing bolt. Please see the attached picture.

Uhh, isn't that the pivot for the brake shoes?

I looked at it too during the rebuild and concluded that is it not (relatively easy) removable. I left it in place, taped the critical surfaces for painting and insured that it moves freely afterwards.
