Some good work being done here but you really need an exhaust gas analyser with HC displayed as well as Co.
High HCs are always a good indicator of a problem.

You said that you replaced the injectors.  Were the replacements new? If not, did you test them. I have a theory that injectors that pee rather than spray have a disproportionate effect on the low-rpm mixture.

I also suggest changing the oil in the pump. 

You can also try going a couple of clicks lean on the rack.
