Before... after.. I put a drill on it and the needle bounced around everything looked to be turning.  Might take it out to the Pros to test it before putting it back in... Next is the Tach and Instrument panel...

I hope it all works fine. Perhaps a good idea, when it is in the car, to check it’s reading with a gps.

If that chrome ring was corroded like one May see from the picture, well, came to my mind it spent perhaps some time on the shelf somewhere in harsh conditions, such as fire…

Your speedo has cleaned up really well

I'm still amazed at how those rubber covers degraded.  I did some searching and it seems rubber, like old rubber bands, they can either stiffen and degrade into powder, or depending on what the rubber constitution is, can turn into a sticky mess.  What did you use to clean all of the old residue off?

You've had the car for 20 years, but not used for many years, so you know the history.  What were the conditions the car was stored in, i assume it wasn't directly in the sun, but was it in extreme heat?

Not sure how I missed your reply...But...
To clean it all up was basically picking each piece off this various picks and scrapers...
The 20 years for me have been 70% Garage and 30% Covers... But I am in LA so no extreme heat. 
I am going to try and pull up the set of photos from when I bought it to see if it was melted before or after I purchased.  Been digging thru hard drives but it has been tedious!

I’m late to the discussion. I had the same experience with what looked like spray foam on my guage.  It was the covers that failed and dripped into the speedo gears. Using dental tools, I did the best I could. I reinstalled them with new covers and the Speedo started working.
