Police Version?

I noticed this diecast toy on ebay:

I've heard people refer to white Pagodas with a black hardtop as the "police version."

So here's my question-- were there actual Pagoda police cars in Europe back in the day?

Never seen any proof of this. I grew up in the sixties in Holland and the Dutch highway patrol used 911 Porsches, but I never saw or heard of police Pagodas. Would think sources like the Engelen book or the recent factory book on the W 113 would have mentioned this.
