I have recently come across a white wall paint for tyres from a source in Iceland. His website can be found at:

I am aware of this from the Ponton group. If anyone has tried it. I have not heard about it. I frankly can't imagine that it could be applied by the hobbiest & still look good, durability issues aside. I definitely would not use it myself until there is a whole lot more positive experience available. The merchant whose web site I have seen is from Iceland, I think. I recall he had a beautiful Ponton, ?190 or 219. My $0.02.    -JP-

Do not waste your money.  White tire paint was not very attractive  when it was available in the US 40 or 50 years ago and I cannot imagine it has improved much in the meantime.  

IMHO black tires look better anyway.

It's been quite a long time since I've looked through a JC Whitney catalog. I remember they sold a WW aplication which was self adhesive.  Not sure if it's still available.
