poor start cold or warm

My 71 280 idles poorly when cold because the idle speed does not jump up.  It appears to be overly rich as well.  That same richness causes a lumpy idle when I start the car warm, after it sits for more than 20 minutes or so.  I also have a steady miss when cruising above 3000 RPM.  The engine had a new valves, timing chain installed along with all new electical wires, plugs and points.  I am starting to lose faith in my old mechanic who I think is getting too old.  I know he was messing with the shims under the barometric compensator on the fuel injector pump, for what reasons I do not know.  By the way the car did not exhibit any cold start problem or the missing at cruising prior to engine rebuild.  The warm start issue was limited to long cranking, not lumpiness.  Sam

Sam - please use the search function on this site - the symptoms you describe have been dealt with extensively. I believe all the information to diagnose and cure the problem(s) is here if you want to tackle it yourself, otherwise your best bet is to find a mechanic who is experienced enough to sort it out.
