eBay works well if both the buyer and the seller are normal, honest people. I have had some good luck and some bad luck: A Club (to lock the steering wheel) I sent back because it wasn't as advertised, was allegedly never received and I'm out of the money I paid. A computer I bought was never shipped: PayPal got some of the money back for me, but couldn't recover $350. I was notified recovery is done on "a best effort basis". A friend of mine sold a notebook and received e-mail what looked just like PayPal: "You did receive a payment". Except it was a fake: The buyer didn't send money, but wanted the computer shipped to Africa. The e-mail looked so real. My friend checked his PayPal account several times: He couldn't believe it. Maybe fraud is increasing. People think they are immune because they are anonymous. It is probably difficult to prosecute and near impossible to recover.
