Can someone advise on what tool to use in reinstalling the ~20 clips/rings that attach the seat cover to the horsehair pad? Would using a hardware store staple gun (with new, smaller staples)be a better option?

You are looking for "hog's nose pliers", they are specialized pliers that bend and clamp the staples to attach the horsehair. Probably can find a pair at an upholtery shop.

I tried using the hog style clips when I installed my new seat covers. I just could not get them to work. I reused the thinner original metal clips that I had taken off. I retreaded the clips with needle nose pliers and curved head hemostats; and am happy with my results.
