light bulbs in lower us head lamps?

Hello i have a 66 230sl with us speck head lamps.
my Qestion is about the lower parking lamps on this style.
inside it has two small bulbs that are mounted inside the parking lamp assembly. only one of my bulbs lights up. What is the other bulb for, and when is it supose to light?

Jerry - have you tried turning the light switch counter-clockwise from 'neutral'? There should be two positions there, on the first one the right parking lights should come on, on the second one the left. This is to prevent others from hitting the car when it's parked on one of those narrow streets in Europe.

Jerry - turn the light switch one notch clockwise, then pull the switch one notch out.

Cees - help us Yanks figure out this parking lamp thing: when parking on the right side of a narrow road, one leaves one's left parking light on? All night? Is this a law?
