How do I remove the gas cap lock cylinder ?

Hello PagodaMen - -

My gas cap lock cylinder is seized. A locksmith told me to bring him the tumbler set and he could fix it for me. OK fine - - but how?

The photo indicates that there is some kind of captive spring behind the small slot. How do I disengage what seems to be an internal snap-ring of some kind. The chrome cover will not turn freely as it should when the lock is functioning properly. Does anybody know what the pawl assembly looks like?   Any suggestions greatly appreciated.

If not perhaps you can post the brand and someone else may have the answer.

Tried that last night as I have a "Diesel" Ymos gas cap(doesn't say it directly), but looks exactly like the one in the Wikipedia photos.
I only have one access holes on the backside, while the photo has two and cannot see anything that the screwdriver will catch.  Also the instructions dont say if the cap is locked or unlocked.  In that case mine is locked, so it's a useable one. 
I have one other Ymos one, that has the later fat key (with no access holes) and 7 HUF ones that are no good(as no key for those but they are all locked)  Are these considered scrap?
