Can you tell if a car was a US spec car or a european spec car based on the VIN?

You certainly can indirectly, and to some degree directly as the VIN indicates what side the steering wheel should be on.

Indirectly, you can use your VIN to get the data card for your car and from that, know exactly what left the factory, and, I believe, where it went from there
