Hopefully this can be helpful for anyone trying to diagnose problems with this system. Many thanks to Jeff C. for figuring this system out and his posts about the system. This diagram just made it simpler to diagnose what was working and what was not.
For the record- the 2 way valve was not functioning (replaced with used one from 1970 sedan). The relay box had 6 loose connections inside the box ( easily repaired by re-soldering) and the Speed relay was not functional (rebuilt by Beckmann Technologies).
It is amazing how much better the car runs when this system is working as designed. The owner is Elated!
