paint under hood

I'm getting ready for a repaint. My last one was back in 1986.  I just don't feel like the hassle of removing the hood--- then repainting the  underside, and then trying to get it back on with the tension bar system without scratching the new paint. It has always been satin black. I know the original was painted, but I have signal red now.  originally it  was green. How much does it change the value of these cars with underside not painted? It isn't the  original color anyways

I have no way of answering the value question except that it would be a huge red flag if I opened the hood. Maybe that is just me. I would take the extra hour or so of prep and do it right. Since you are aware of the tension rod nuances, you are half way there. If not, study it all here first.

There is a certain beauty to the wide open hood as a backdrop to the engine bay. The new paint, and a crisp torsion rod, strap and hardware will make the color flow from the fenders ... anybody else agree?

The whole issue of color change and the impact on value is a topic for a different day. I would whole heartedly agree, that if you are going through all the trouble of repainting the car, the underside of the hood should match. Note, that the quality of the paint from the factory, for the underhood, was not up to the rest of the car (some runs, etc).
