Water leak thru cowl vent

New here, so please excuse my cluelessness.

Just got my Pagoda on the road.  If the blue lever is slid over, and the cowl vent is open, will rainwater pour into the dash and cockpit?  I've got some rust on the floor under the carpet, and I wonder if that caused it over the years.  By the same token, if the cowl vent is closed, then no water should leak in through the dash?  Cowl door gasket looks good, and I cleaned the cabin filter.

The drains from the vent do indeed go into the car under the dash but are then connected by
rubber tube to steel pipes going through the bulkhead to the engine compartment.
These rubber tubes can perish and cause water to enter the cockpit so should be checked.
