Flash to pass and brights for Bosch European Light not working

I got my car home a few days ago  and tried the flash to pass on the kombi switch, no lights. Can someone help me figure out what's wrong?

The person who set installed them may not have been familiar with how to set them up. Also, for  some reason they are not as bright as expected. I loaded all the bulbs including the H4 bulb that is supposed to give you more light. Not any brighter that a match in a tunnel. Very disappointed. There must  be something overlooked?

Any help would be  appreciated.
