Back together but not revving

Gentlemen,
I stripped down the engine bay of my 1967 250SL about 3 months ago for repainting and tidying up.  I have now re-assembled everything, but am having trouble getting it to run properly.  The engine will start, and will idle for about 20 seconds but will slow down on its own and eventually stall.  The motor responds very slowly to even full throttle movement, either complete or with IP and butterfly moved manually but will not rev past around 1500rpm.  As it will start and run (for a while)  so I feel the major components are functional, but I suspect a fuelling issue, but am not sure.

I really need some help in understand how to diagnose things form here.

Fuel: I don’t own a fuel pressure gauge, but I do get strong spray of fuel if I slacken CSV branch connection in the fuel between the fuel filter and the IP pump.  When I bleed the injector lines, I did see quite small pulses of fuel, but I never looked at that when it was running well, so not sure if this is normal.  I  bleed the filter and have strong fuel from from the filter's bleeder. What I don't see is any fuel squirt if I crack a injector line even shortly after stopping, but not sure if that is an indication of anything.

I’ve also checked:
I have the timing set to TDC statically (double checked it is TDC),  have good spark at the plugs, have bleed the fuel filter and injector lines. I have good manifold vacuum hiss from the WRD filter port so believe I have no catastrophic air leaks.  The IP rack moves freely and smoothly and I have the correct piston movement to convince me that I have the IP installed at 20ATDC, and not 180 degrees out.  I have reinstalled the IP with all settings of idle richness, WRD and Barometic unit exactly as they were when it ran well.
 
Can anyone suggest a step-wise check list of what I should be looking for and testing?
Does this sound like fuelled to you?

Any help would be appreciated.

Try advancing the ignition timing. Sounds like the timing is retarded too much.
