Reproduction of an artist's work without permission to do so, is not legal in most countries. It doesn't matter if you are making a "one off" T-shirt, distributing the art in some fashion such as digital, or printed copies, or making a profit or not. If you have an image such as the one posted here by Stan, let me suggest that anyone interested in doing something (other than looking) with it such as posting it, copying it, downloading it, or putting it on a T-shirt seek permission as a matter of respect and as a matter of law.
