you are absolutely right:

1st point: locale: the car is an old Lada, the registration plate is partly visible and it is definitely and positively Russia

2nd point: as per the description found on the original website, that apparently WAS a diesel engine car. So the outcome was not tragic... However, I am sure that this lady didn't know the difference between burning points of the diesel and normal petrol (gas)  ,

so, as the result she can still (thankfully) compete for the "dumbest queen" trophy
