Joe, you can have two identical lights one for fog and the other for driving.  The difference is in the lens.  They both use the same housing they may even use the same H1 bulb.  The lens determins the light pattern.

The optional foglights on the W113 cars are the same light used on the W114/115 models. They don't work well at all, and imho, they take away from the elegant lines of this car.
