I am not sure "WHO" would have a process to determine previous ownership.   Any docs supplied with the car and info from who you purchased it from is all I can think of.

The best way is one owner at a time. You know who you purchased the car from. Contact the owner and try to find out who they purchased the car from and call that owner. DMV used to give out info but, they stopped doing that years ago. I purchased a 67 Corvette in 1990 and the Va. DMV gave me copies of all Va. Titles. It was easy to run down the owners and talk with them and document the ownership trail. Too bad those days are gone.
I have good ownership records for all of my cars and I really didn't try too hard. Each car had enough paperwork to easily do the search to find most owners. It was fun.
