needle oil pressure

Today I saw a Pagoda and on this car when the engine starts (the same after 10 minutes when warm) instantly the needle of oil pressure goes to the "3" maximum oil pressure.

Is it a serious problem ?

From start and out of gear, the needle usually goes right to the top of the gauge. When warm, with a healthy engine, out of gear, the needle may move a little off the top. With an automatic, stopped and in gear, the pressure may drop off. When running at speed, the needle should be right at the top.
