Chain tensioner ???

Hi Gents,
Please help.
I have found the bolt in the picture below to be loose. It is a 10mm bolt, about 19mm long, with the end rounded (by hand). It screws into the front of the cylinder head, between the two oil bypass bolts.
Is the bolt supposed to hold the tensioner in a 'loaded, pre-tension' position? Or what is the function of the bolt?

This bolt is not needed unless your car has AC.  It is a mounting point for the air conditioner bracket if you had AC. It does not thread into an oil or coolant passage, so it is normally left off if no AC is installed.
