Optional water ballast?

Anyone have this option? See picture I  believe  it was "installed" by a dodgy garage in west palm beach...

Tha car has been in GA (in storage)for close to 3 years, yet the water was sea water from its prior home in Florida... pretty shocking

I think mine may have had this option, fortunately the rust holes had let the water out...
