Power Steering Teflon Seal Replacement

I replaced all of the seals on my power steering box except this one.  I had such a hard time, I ended up screwing up the Teflon seal, I put the original in again.

It’s been a while since I rebuilt this but I’ve got another seal and was thinking of giving it another attempt before I reinstall the box. 

Last time, after installing it I tried putting the shaft back into the seal but it was too tight. I felt like if I forced it the lip would have been ruined.

My second attempt was to put it around the shaft first then put the shaft through the metal cover and then installing the seal into the cover. That ended up trashing the seal.

Is there a better method to doing this that I haven’t thought of?
