Is there a special coating for the crankshaft mounting hub? I noticed that the coating on the mounting hub felt like it had a rubber type coating.

The two halves of the hub act at a vibration damper and are bonded into one assembly at the factory by a layer of vulcanized rubber. What you see is most likely flash from the vulcanizing process and not an intentional coating.

Then the next question is, most of this rubber is gone and am not sure on how to proceed.

The rubber is actually between two plates if you poke at the edge of the disc you will feel it. Anything on the surface is superfluous. Clean it up, paint it black, put it back on.

Yeah that's the problem though, whoever had this car had the engine apart and scraped the insides.

There was no rubber in the inside of the 6 pointed star area. At the very edge of the entire assembly you will find the rubber. it is sandwiched between the Aluminum and steel layers.
