Help, membership renewals

I am attempting to renew my membership but PayPal will not accept any card although funds are available. Message says banks declined your request!!!   Only occurs with this transaction. Help

 Dear Gordon,

as your membership expired, you will need to ReJoin, not renew.

Please follow the process as described here exactly:

But where it says “Renew Full Membership”, perform “Join as a Full Member”

If you now follow the steps, and get to the PayPal payment stage, do the transaction. You need to follow these steps for the process to work.
