I don't think lack of movement is the problem either. The solenoid shouldn't move at all unless your foot is off the accelerator pedal while coasting AND the engine is above 1200 RPM or something like that. If the solenoid activates at any other time, it will effect your engine. That would be the electronics at fault. Again, if you just disconnect the lead wire to the solenoid, it will not activate and cut the fuel off. If that resolves your issue, then look at the switches and electronics in front of that.
