Idle RPM increase when brakes applied...

I presume this is vacume (sp) related..  My questions are:  1. Is it normal ?  2. Presuming it is not normal, where do I start to look to fin the problem   Right now I'm Idling around 900 rpm, but pressing the brake pedal kicks it up 300-400 rpms momentarily (or longer if I pump the brakes).  By itself this isn't too annoying, but I wonder if I may have an opportunity to improve overall performance here?
