Ebay ad for titles

Isn't selling a title for a car that's been destroyed a suggestion to use it to re-brand some other (possibly stolen) car?

Not only that, it's possible that the cars these 'papers' refer to are still around, having been re-titled. Who knows whether the cars were 'crushed decades ago' as the seller claims, or not. Either way it looks like something to stay very far away from.
