What is this on venturi

While cleaning up my venturi and making the vacuum advance work I noticed something that looked like electrical wires could be attached to is. Can anyone tell me what it is?

On automatic cars there is a switch on the throttle shaft that is part of the controll system for the electric solenoid on top of the automatic transmission. It is there to reduce the controll pressure for smoother down shifts when stoping.
Don't have any idea why your stick shift car would have one. Mine just has a cover plate where the switch would be mounted.
