There is a similar exemption in Georgia, no emissions required on anything registered as "antique".  But I gotta ask...a 15 year old "classic"?  I don't think I would call any car from the '90s or even the '80s a "classic".  You might argue over some of the exotics, but they are certainly, IMHO, not classics.  OK, maybe an AMC Gremlin,

Emission exemptions for cars over 25 years old have been in place for several years in NY...have to pass a safety check but no exhaust or other emissions testing is done.

And Michigan, the home of US auto production, does not test cars for anything.

Here in the Netherlands there are exemptions from emissions standards for classic cars (>25 years old). Safety checks etc, but CO values can be whatever. However, I read someplace (might even have been here) that certain cities in Germany are going to close their borders for classic cars due to emissions concerns. Obviously a symbolic gesture, but nevertheless a profound one. In Europe, France is becoming known for being most environmentally-conscious. No word from there yet as to bans on classics.

...that's 'cause they are all NEW here!  We don't have ANY toll roads either!

Seriously, emissions testing is a joke.  Why?

1)  There have always been exemptions if the cost to correct the problem is too much, or you can't pay it or some such.  I remember that from Massachusetts.

2)  Modern cars won't run right if the emissions are off.

3)  It became a moneymaker for Sun and those that had the certification to test cars.  I call that a scam.

several cities in Germany introduce "Umweltschutzzonen" in 2008, which you can only enter if you have a placard on the windshield identifying you as a low emitter. However, cars older than 30 years are exempt and can go anywhere as they please.

It is much more serious for younger cars than for the classic ones. The German car club Deuvet has done a lot to have officially recognized old-timers excluded from the environmental measures. If you want to travel in Germany as a foreigner without any sorrow and bureaucracy you have to go by paradox with your most polluting car: the pagoda. Choose the GB flag, select Information for foreigners ..... and be worried except for the oldies.

The 30 year term counts for Germany. According to EU regulations the German authorities have to accept the definition of 'old-timer' in the country in which the car is registered. In Holland for example 25 year.

We are safe in California, too, because of the 25 year old exemption.  Amazingly, there no safety checks for any cars!
