I believe they, SLS, agree with you that you need the white peg only when you want to add the metal "nail" to hold the trim piece in place. At least that is what their picture of the set suggests, one white peg for each nail:
On the other hand Bob's explanation makes sense too. In the German text SLS uses the verb "verdübeln" which means to put a dowel or peg into something. So certainly it would make the whole clip more secure and perhaps prevent water penetration a bit more.
