No Fuel Cut-Off

Cheers Everyone,
I am a recent (New) owner of this Pagode Car and have been trying to get it run correctly. The previous owner had it in storage for several years and it would start fine but didn't run all that well. After painstakingly correcting several minor malfunctions like the linkage and timing I thought I was satisfied with its performance.
It still wouldn't run like I thought is should, it was rich at all rpm, it ran terrible at cold idle and I would get an occasional rumble and backfire though the exhaust on deceleration.
I installed an ACCEL electronic ignition to eliminate the points, removed, cleaned and reinstalled the WRD first less one of the shims (It was terrible) then with both shims. Completed the linkage tour and made several adjustments to bring everything back into specifications including the stop screw on the throttle body. With the idle timing set correctly the car does now run pretty well. Idles well at 780rpm (Warm), seems to have plenty of power through all gears, no longer RICH.
I do still however have this backfire problem when coasting especially down hill in gear. Looking through the tech manual I found mention of this condition on cars without a Fuel Cut-Off Solenoid. Well low and behold there isn't one on my IP. This is a 1969 Euro Car, I have not gathered any information yet off of the IP itself yet but I did find a single Wire (Black with Red or possible Pink Tracer) tucked up into the wire hearnes that goes to the Thermo-Time Switch. There is a single bolt on the back of my IP that appears to at this time do nothing at all, as though maybe at some time there was something else bolted there.

There is no problem now with the way this car runs or performs (I do hope to have better weather for a real time test drive later this week) but should I be concerned that this solenoid is missing? I do live at the bottom of long hill and had noticed this pop, pop, pop, before I had made any adjustments to the car and maybe a few less pops now that it appears to running somewhat leaner than before, I noticed in another post that some people have taken these devices off their cars, Why?
